The District is authorized by Section 4525 et seq. and 530 of the California Government Code to contract with and employ any person or persons to furnish special services in financial, economic, accounting, engineering, architectural, environmental services, legal or administrative matters, if such person or persons are specially trained and experienced and competent to perform the special services required.
